RE: Administrative Modification to the Federal Fiscal Year 2025 UPWP
The Boston Region Metropolitan Planning Organization (MPO) staff recommend an administrative modification to the federal fiscal year (FFY) 2025 Unified Planning Work Program (UPWP) to revise a task description included in the Direct Support UPWP line item to support the Vision Zero initiative. Administrative modifications are proposed when minor adjustments are made to the UPWP, such as marginal changes to task descriptions or activities. While these changes are presented to the UPWP Committee and MPO Board, they do not require a vote of approval or public comment period.
The MPO uses deobligated planning (PL) funds to engage consultants on various time-specific or specialized projects. The FFY 2025 UPWP includes $100,000 of these deobligated funds in the Direct Support line item for an agency identity and rebranding initiative. Staff recommend reallocating this $100,000 toward consultant support for the Vision Zero work described below.
Consultants will develop an interactive dashboard designed for municipal planners to visualize crash data, high-injury networks, safety trends and profiles, and suggested countermeasures. Consultants will also incorporate feedback from MPO staff, the Vision Zero Task Force, the MPO Board, and the public to finalize the regional Vision Zero Action Plan. They will ensure it reflects stakeholder input and updated safety priorities.
